A Risk Based Inspection (RBI) scheme is a planning tool used to develop the optimum plan for the execution of inspection activities. Organic certification system could benefit from the implementation of RBIs in terms of higher effectiveness, i.e. trustability, and lower transaction costs for organic operators. Data from certification bodies provide basic information about non-compliances and structural aspects of organic operators. Here we propose a methodological approach to risk analysis modelling, based on discrete choice models and Bayesian networks, both aiming at the identification of key risk factor in the organic certification process in the European Union. |

This paper describes the Italian and German organic certification systems, including the institutions involved and the definitions of non-compliance and sanctions. Although they are both implementations of the same EU regulatory framework, these systems differ in many respects. Case study data from control bodies on non-compliance and sanctions are presented and analysed using binary choice models. This analysis shows that the occurrence of slight non-compliance and greater farm acreage are significant risk factors that explain severe non-compliance in both countries. Organic agriculture can and should play an important role in solving future challenges in producing food. The low level of external inputs combined with knowledge on sustainablity minimizes environmental contamination and can help to produce more food for more people without negatively impacting our environment. Organic agriculture not only includes farming as a production practice but it also includes processing, trade and consumption. Whether farming strategies built on continuing input intensification or relying on integrated natural resource management are more sustainable and competitive is at the core of the agricultural development debate. The five-year (2011–16) Sustainable Organic and Low Input Dairying (SOLID) project, funded by the European Commission, involved 25 partners across 10 European countries and was designed to support innovation in European organic and low-input dairy farming. Results show that such systems are very diverse, and need tailor-made farm-specific strategies and related policy measures. So far no official statistical data on the current status of organic viticulture in Europe exist. Even though most countries in the European Union, the EU accession countries and the EFTA countries collate data on their land under organic management, figures on land use patterns are not always available. The share of organic vineyards of all vineyards is still small. The percentage of organic vineyards is – with the exception of Greece, Italy, Spain - smaller than the percentage of organic land of all agricultural land in the respective countries. There is no single ‘best way’ of policy development. Bottom-up approaches to policy design and a broad debate among stakeholders facilitate policy learning and innovation. A consumer as well as a processor survey has been carried out in order to identify awareness, expectations and demands on the quality of organic processed vegetable baby food. In this paper we present the preliminary results for German and Italian consumers when purchasing vegetable baby purees. In contrast to vegetable baby puree in general, organic vegetable baby puree is considered additionally under aspects of its processing, safety, health benefits and sustainability. Ideas about the processing of baby purees turn out to be rather fuzzy. The processor survey showed no differences between organic and conventional processing. The processor survey shows the general principles and understanding of quality for the processing of organic food from the processors’ point of view. In addition, possible problem areas regarding the question of product quality such as raw material, processing techniques, storage etc. are worked out.
